In most areas they work closely with the local children and communities to find out what children want to do and where they would like to be able to play. Play rangers visit areas where children want to play, make sure these places feel safe and offer children more choices by showing them games and activities they can try out. There is little nationally available information on the extent to which children and young people use staffed play provision. Research conducted for the Home Office and DfES (2005) found that 12 per cent of 8–10-year-old children attended school holiday play schemes but this did not indicate how many of these had open access or were free of charge.
One factor that is making a difference to this pessimistic picture is that it is not the same across the UK. In some places there is much greater recognition of the importance of play. This is because there are separate constitutional arrangements in England, Wales, Northern Ireland and Scotland. The Belfast Agreement in 1998 paved the way for constitutional development in Northern Ireland, with a similar range of legislative and executive powers to the Scottish Parliament. After seven years of direct rule devolution was restored to the Northern Ireland Assembly in May 2007 following the election of a four-party Executive of 12 ministers.
An increasing percentage of the people involved now possess a qualification for working with children, and from 2006 under the SSSC regulations all workers are required to register. This means a commitment to qualifications and CPD. For new entrants to the workforce the core skills will be important, but those skills relating to problem solving, team working and communication should also be included. IT skills will be important for working with IT-literate children. It is expected that playworkers will need to develop all-round skills with specialisms in certain areas; sports, arts, outdoor, adventure and environmental play and possibly a greater understanding of health and nutrition.
